The main functions of the Ministry of Economy and Industry of the Republic of Uzbekistan

In accordance with the assigned tasks, the Ministry of Economics and Industry performs the following functions:

1) In the field of analysis and forecasting of macroeconomic indicators and the development of proposals for the introduction of market-based mechanisms for managing the economy and forming development strategies for its main industries:

—carries out, based on the goals and priorities of the country's socio-economic development, systematic monitoring and analysis of market reform processes and economic liberalization and, on this basis, develops measures to expand the scale of liberalization and modernization of the economy;

—based on a critical analysis, develops proposals to expand the introduction of market methods and mechanisms of economic management, reduce and optimize state regulation of the economy;

—development and monitoring of basic macroeconomic indicators; conducts a systematic analysis of the level of economic and social development of the republic, territories, and industries;

—developing measures to ensure macroeconomic stability and economic growth, in conjunction with the main macroeconomic indicators with monetary aggregates, parameters of the state budget, foreign trade and intersectoral balances, as well as global market conditions and development trends of global and regional economies;

—studying the development trends of economic and social processes conduct a comprehensive systematic analysis of the development of sectors of the economy and territories identifies existing imbalances in the economy and develops ways to overcome them;

—development of variant scenarios, programs and concepts for the development of the republic in the context of economic sectors and territories for the medium and long term;

 

2) In the field of stimulating the development of private entrepreneurship, creating favorable conditions for improving the business environment and reducing the share of the “underground economy”:

—development of comprehensive measures to stimulate the development of entrepreneurship and increase the share of the private sector in economic sectors and small industrial zones;

—development of proposals to improve legislation aimed at improving the business climate in the country and the effective use of the potential of small industrial zones, eliminating unnecessary bureaucratic procedures in the implementation of entrepreneurial activities;

—development of practical measures and proposals for improving the work of the territorial departments of the Ministry, district and city departments based on requests from individuals and legal entities;

—involving business enterprises in the processes of developing measures to further improve the state of the business climate and improve the legislative framework, as well as strengthen public control over the practical implementation of the adopted legal acts in the field of entrepreneurial activity;

 

3) In the development of strategies (models) for the development of the country's industry on the basis of the rational distribution of production forces, the effective use of existing natural and economic resources of the regions:

—participation in the development of measures to create a favorable investment climate in the Republic of Uzbekistan, including improving the conditions for enhancing investment activities and attracting foreign investors;

—developing long-term and medium-term investment policy strategies, interlinked with programs of structural transformations and diversification of industries, development of production and engineering  infrastructure, comprehensive programs of socio-economic and industrial development of territories;

—development of proposals to improve the efficiency of investments directed to the implementation of production, infrastructure, and social investment projects;

—development of proposals to ensure that the pace of economic growth and balanced development of sectors of the economy and social sphere with the needs for investment resources, including foreign direct investment;

—developing program measures in the field of improving energy efficiency and reducing resource and capital intensity of social facilities;

—developing industry programs to increase the competitiveness of industries by reducing the cost of production, maximize the use of production capacity, introduce modern equipment and advanced resource-saving technologies;

—ensuring the rational and efficient use of raw materials and highly liquid products based on the organization of the development of the most important material balances and monitors their implementation;

—deep analysis of the volumes and nomenclature of imported products and, on this basis, developing proposals for expanding production capacities to localize the production of products, components, and materials;

 

4) In the implementation of systemic measures to ensure the balance of product markets:

 

—developing and monitoring the implementation of policies in the field of industrial development of the country;

—organizing the development and implementation of modernization and diversification programs of basic industries based on in-depth processing of mineral and raw materials with the release of products with high added value;

—on the basis of a deep analysis of the state and development trends of industries, develops proposals for the formation of an effective industry structure, ensuring its integrated and balanced development;

—coordinating the development of programs for modernization and technical re-equipment of industries and intersectoral complexes based on the introduction of advanced innovative technologies;

—assessing the development of industries and measures taken to expand the production of competitive products with high added value;

—forms in the prescribed manner the volume and structure of the supply of products (performance of work and services) for state needs, as well as a mobilization plan of the country's economy;

—organizing the work on the formation and monitoring of the state order for the purchase and use of food products, fruits, and vegetables;

—proposals for the development of infrastructure for the procurement, storage, processing, and logistics of fresh fruits and vegetables;

—development of programs to deepen the level of processing of fruits and vegetables, meat and dairy products, expanding the production of finished food products;

 

5) In the field of developing strategic directions for the development of foreign economic activity in order to increase the export potential of the national economy:

 

 

—developing practical measures to develop the export potential of the Republic of Uzbekistan on the basis of an in-depth analysis of the volumes and structure of exports, identifying reserves for increasing volumes and expanding the nomenclature of exports;

—developing annual export forecasts and estimated parameters for the import of goods (works, services), foreign trade balances, in conjunction with measures taken to stimulate the development of export potential, rationalize imports and optimize the trade balance;

—based on the study of conditions in foreign markets and development trends of foreign markets, develops proposals for the development of the production of new types of goods for their subsequent export promotion;

—analyzing the volumes and nomenclature of imported products and, on this basis, develops proposals for expanding production capacities for the production of consumer goods, optimizing its import dependence on the basis of deepening the localization of production of finished products, components, and materials;

—upon instructions from the Government, Ministry represents the interests of the Republic of Uzbekistan in foreign countries and international organizations, and concludes, in the prescribed manner and in accordance with international law, cooperation agreements with competent organizations of other states on economic and industrial development issues;

 

6) In the field of the state policy of urbanization, ensuring effective state regulation of urbanization processes:

 

—long-term planning of the pace, stages, and results of industrialization policies, analyzes long-term demographic trends in urban and rural areas, calculate the demographic capacity of cities in the context of rapid industrialization, labor requirements in cities;

—identifying the "growth poles", carries out the selection of places of management centers, coordination of policies in the field of education, the formation of the labor market, internal and external migration;

—developing a comprehensive program for coordinating the processes of labor migration from rural areas to cities, providing for institutional and organizational measures for training and retraining of rural residents in new industrial specialties;

 

—managing the formation of urban agglomerations, taking into account the creation of satellite cities, including social, engineering, utilities and road transport infrastructure based on the introduction of advanced, energy-saving, environmentally friendly technologies and materials;

—developing measures to regulate the integrated development of the urban settlement system, the formation of an effective ratio of small, medium, large and large cities, taking into account foreign experience and world practice;

7) In the field of participation in the development and implementation of the active investment policy of the country:

 

—determining the main directions for attracting investments in conjunction with the parameters of targeted sectoral and territorial development programs;

 

—participation in the development and implementation of state development programs and investment programs that ensure the sustainable development of the national economy in the medium and long term;

 

—taking part in the preparation of proposals for the effective and high-quality implementation of investment projects included in state development programs, investment programs, as well as sectoral and territorial development programs;

 

8) In the field of a comprehensive analysis and development of measures to improve the level and quality of human capital development:

 

—coordinating the development of the forecast of the balance of labor resources, as well as the supply and demand of labor based on in-depth analysis and forecast of demographic indicators, quantitative and qualitative changes in the number and structure of labor resources, economic development prospects;

 

—development based on a systematic analysis of indicators of the standard of living of the population, proposals for ensuring the growth of income and purchasing power of the population, improving the quality of life and improving the material well-being of the population;

 

—developing comprehensive measures aimed at improving the education system and meeting the needs of the labor market by qualified specialists;

 

—participating in the development of the concept, strategy and development programs, as well as proposals for strengthening the material and technical base of institutions of the education, science, health, sports, culture, tourism and other social infrastructure facilities;

 

—participating in the development of proposals for improving regulations in the field of labor and employment, education, health, sports, culture, and tourism;

 

9) In the field of implementation of modern information and communication technologies in the activities of economic bodies, retraining and advanced training of personnel, improving forms and methods of work of the Ministry and its structural divisions:

 

—identifying priority areas for the development of software products taking into account the real needs of economic bodies;

—ensuring the development of proposals for determining priority areas for the implementation of modern information and communication technologies in the activities of economic bodies;

—coordinating the process of development and implementation of information technologies and communications, as well as ensuring information security in the departments of the Ministry;

—organizing retraining and advanced training of personnel on a systematic basis, implementing measures to improve the forms and methods of work of managers and employees of the Ministry;

—providing systematic work aimed at constantly improving the professional level of employees of the Ministry;

 

10) In the field of assistance in the quality and timely implementation of projects financed from the State budget of the Republic of Uzbekistan and state trust funds:

 

—organizing the examination of pre-project, project, tender documentation in the established order within the framework of the formation and implementation of state development programs and investment programs;

—organizing the examination in accordance with the established procedure of technical specifications, contracts, import contracts for government procurement of goods (works, services) and additional agreements thereto;

—developing proposals to ensure high-quality and timely implementation of projects financed from the State budget of the Republic of Uzbekistan and state trust funds.
